Keynote Speech by Hon. Wunna Maung Lwin (Member of the Central Executive Committee of the Union Solidarity and Development Party, the Republic of the Union of Myanmar) at the 10th General Assembly of ICAPP, Moscow, Russia. (24-27 October 2018)

Chairman of the 10th General Assembly of the ICAPP,
Distinguished Guests, representatives of the Asian Political Parties,
Ladies and Gentlemen,
It is a great honor for me to have the opportunity to attend this auspicious 10th General Assembly of the ICAPP, held in this beautiful city of Moscow. First of all I would like to express my appreciation to the Government of the Russian Federation, the United Russia Party and the ICAPP for the excellent hospitality and arrangements rendered to us since our arrival to Russia.
The political parties can play an important and essential role in reducing International Tensions and Combating Extremism. As ICAPP has become a major and unique political force open to all political parties across the political spectrum to bring about the best of Asia's unity in diversity by building a bridge of peace, friendship and cooperation among initiating the idea of political parties contributing to reduce the International Tensions and Combating Extremism and bring about peace, prosperity and harmony to be prevailed around the world.
In today's world we are witnessing the growing disputes and tensions among countries or group of countries which could flare up into armed confrontations and conflicts in various parts of the world if it is not handled properly or if it is not settled pro-perly by peaceful means. The armed conflicts are affecting not only to the groups concerned but also to the surrounding neighbors, and so many innocent people have lost their lives and livelihoods. Even though the responsibility lies in the hands of respective governments and the ruling political parties to settle the issues or problems other political parties should also be given the role to play in matters of national interests to find a suitable mean for the peaceful solution. Indeed, political parties can contribute in facilitating, moderating and mediating an end to those conflicts, and also steering the political settlement for peace process and then shaping the interests of citizens during both peace negotiations and transition processes, post-conflict and state building.

Crisis and tensions between countries must be settled in a peaceful way with mutual respect, respect for sovereignty and territorial integrity, equality and non-interference in each other's internal affairs. At the present time there are crises and tensions that could lead to the international dimension if not settled properly. Political parties either the ruling party or in opposition are responsible to prevent those crises and tensions from further escalation toward regional or international tensions and to ensure peace and stability. Political parties of countries in dispute or in crisis can set up a link and communication among themselves to assist their respective governments in many ways.
Excellencies, ladies and gentlemen,
Another issue of global concern is the escalation of Extremism around the world. I am confident that Combating Extremism is a priority for all of us who are gathering around here today. Many of our countries have been threaten by extremism, terrorist attacks were common nowadays in every corner of the world. Growing fears of terrorism against innocent people throughout the world is clouding our region in the wake of successive assaults in many places. My country Myanmar is not an exception, Myanmar is also under the threat of extreme terrorist groups. In this context Myanmar strongly condemns all forms of terrorism under any manifestation whenever and wherever it occurs. We endorsed the position of ICAPP in prioritizing combating terrorism than other challenges. The political parties in the region should be united in the efforts to eliminate the scourge of terrorism, together with the governments and parliaments, to prevent terrorist activities, irrespective of their motives.
Excellencies, ladies and gentlemen,
Political parties should have a wider vision in analyzing the situation of a country, one political party has made a sweeping assertion with regard to the 2015 general elections of my country which totally is an internal affairs of Myanmar. And the honorable representative of Bangladesh also mentioned about the bilateral issue that the government of both countries are working toward finding peaceful solutions. In this regards I would like to remind the participants to abide by the Charter and the Understandings of ICAPP Standing Committee Meetings, which I quote-
''all representatives of the political parties at ICAPP Meetings should refrain from raising any issues directly related to bilateral conflicts or disputes among countries in the region" end of quote.

Excellencies, ladies and gentlemen,
In conclusion, I would like to emphasize that, it is time for ICAPP to lead, encourage and enhance the role of political parties in reducing International Tensions and Combating Extremism, not only among our regional political parties but also with other regional political organizations such as CAPP, COPPAL and other regional entities. It is also important for ICAPP as a leading political platform to play a strategic role in making our region a better and safer place by safeguarding unity and cooperation among all political parties and linking up all the sub-regional cooperation efforts, into a larger pan-Asian architecture.
